CIMR, Morocco's Main Complementary Pension Fund

A plain-language guide to CIMR, Morocco's leading private-sector complementary retirement scheme, operated as a non-profit on a provisioned pay-as-you-go basis.

The Caisse interprofessionnelle marocaine de retraites (CIMR) is Morocco’s largest private complementary pension fund. Founded in 1949, before Morocco’s statutory social-security system was created, it remains a cornerstone of private-sector retirement provision alongside the mandatory CNSS base scheme.

Status and governance

CIMR describes itself as a mutual pension company governed by Title II of Law 64-12, the law that created ACAPS, the insurance and social-protection regulator that supervises it. Its board brings together representatives of member employers and affiliated workers.

How it works

Employers join CIMR voluntarily, but once a company affiliates, enrolment becomes mandatory for all eligible employees.

The scheme uses a provisioned pay-as-you-go model, current contributions fund current pensions, but large reserves are maintained to back long-term commitments. Contributions are converted into points, which are turned into a pension at retirement using the prevailing point value.

Contribution rates

The employer picks a rate from a fixed grid, and the employer share is 1.3 times the employee share. The two offers for salaried staff differ in what pay they apply to.

CIMR Al Kamil, open to companies with at least 3 employees, applies to the whole salary, with no ceiling. There are fourteen rates:

CIMR Al Mounassib, aimed at small and mid-sized firms, applies only to pay above the CNSS ceiling of MAD 6,000 a month:

How CIMR stacks on top of CNSS

The CNSS base pension only counts pay up to MAD 6,000 a month, so on a MAD 10,000 salary, MAD 4,000 earns no CNSS pension rights. Under Al Mounassib at 6%, the employee pays 6% × 4,000 = MAD 240 a month and the employer 7.8% × 4,000 = MAD 312. Under Al Kamil at the same rate, the base is the whole salary: MAD 600 from the employee, MAD 780 from the employer. Each year the contributions are converted into points; at retirement, points times the point value gives the pension.

Products and services

Key offerings include:

  • CIMR Al Kamil and CIMR Al Mounassib for employers and their staff (above);
  • Al Moustakbal Individuel, an individual plan;
  • buy-back options for uncovered past periods;
  • survivor and orphan pensions;
  • a personal online portal to view accumulated points, estimate a future pension, and download certificates.

Where CIMR fits

Morocco’s retirement landscape combines several schemes:

  • CNSS, compulsory base scheme for private-sector employees;
  • CIMR, voluntary complementary scheme for the private sector (widely adopted);
  • CMR, pensions for civilian and military civil servants;
  • RCAR, collective scheme for contractuals and public enterprises;
  • Internal schemes of a few large employers (OCP, Bank Al-Maghrib).

Structural reforms to consolidate or align these schemes have been debated for several years.
