The Haut-Commissariat au Plan (HCP) is Morocco’s national institution for official statistics, forecasting and economic, demographic and social research. Attached to the Head of Government, it plays the role of a combined statistical office and planning authority.

Role

  • Produces Morocco’s official statistics, national accounts, macro indicators, household and business surveys, consumer prices.
  • Runs the General Population and Housing Census (RGPH), most recently in 2024.
  • Runs Morocco’s labour-force survey. Since 2026 that is the new Labour Force Survey (EMO2026), which replaced the National Employment Survey; HCP says its figures are not directly comparable with earlier ones and has published back-cast series for 2017 to 2025.
  • Publishes forecasting studies and sectoral analyses.
  • Hosts and coordinates Morocco’s National Statistical System.
